EVN and JAPC sign consultancy deal for first nuke plant


HA NOI — The Japan Atomic Power Company (JAPC) signed a contract yesterday with Electricity of Viet Nam (EVN) to provide consultancy services for the proposed Ninh Thuan 2 nuclear power plant, under the Ninh Thuan nuclear power project.

Under the agreement, JAPC will provide a feasibility survey on construction and investment for Viet Nam’s first nuclear power plant.

The 2 billion yen (US$26 million) survey will be funded by the Japanese Government and directly disbursed by the Ministry of Economics, Commerce and Industry.

Speaking at the signing ceremony, EVN’s general director Pham Le Thanh said Japan had been an important strategic partner, providing more financial support through official development assistance and export credits than any other foreign partner, amounting to 420 billion yen ($5.5 billion).

“Alone in the nuclear power sector, Japan has actively supported Viet Nam, providing information, training and study tours, public relations, legal advice and consultancy services for 15 years,” Thanh said.

Japanese Ambassador to Viet Nam Tanizaki Yasuaki said that the country wanted to help Viet Nam apply the most modern and safest technology in the nuclear power sector, contributing to the country’s nuclear power plant development whilst learning from the tsunami in Japan last March.

The Ninh Thuan 2 nuclear power plant will be located in Thai An Hamlet, Vinh Hai Commune, Ninh Hai District on a total area of 514ha. The plant will use 97ha of the plot of land.

The plant will use light water moderated reactors for four turbine groups that can produce a combined 4,000MW.

The $12 billion project is expected to start in 2014, with the first phase set to go into commercial operation by 2020.
